Dimension Lock
Encounter, swift; you activate the device, and it begins to emit a field that prevents teleportation and dimensional travel within a radius of 2 squares per Int bonus for 1 minute. Any teleportation effect that begins or ends in this area fails.
Portal Anchor
Encounter, swift; you activate the device, creating an astral beacon which can be used as the destination for a portal or teleportation effect that requires one. The beacon lasts for 10 minutes, or until you deactivate it (no action required).
