What are secret techniques? Two answers:

• Lost, arcane techniques of the body, mind, and soul, which allow an adventurer to unlock their true potential.
• A convenient money-sink to enhance PC abilities without using existing mechanics like class or feats.

Design by example:

• Spellthief Bampf is a move action. Great. One secret turns it into a reaction.
• Wild Shape with ability to cast spells is a secret.

Generally, a secret enhances a single spell or ability a PC possesses, making it more potent or increasing its utility. Kind of like glyphs in S6.
