Cooldown
Cooldown is a concept that applies to Effects. When an effect is used, it begins a "cooldown period", during which it cannot be used again.

At-will |
No cooldown period (except the Global Cooldown) |
Recharge |
There is a chance of the power recharging each round. Actor may attempt this chance at any time once per turn. Failure to exercise the option does not affect recharge chance in future rounds. May be assumed to have recharged after the encounter ends. |
Encounter |
Cooldown period lasts until the end of the encounter. |
Daily |
Cooldown period lasts until a Full Rest. |
Action Points
It is possible to instantly finish any cooldown (except the Global Cooldown) by spending Action Points.
